Now, Joomla is testing v.1.5.15 using PHP v. 5.3. Moreover, PHP v.5.3 be released nearly 3 month ago. Therefore, I think that 110mb should update the new version of PHP (v. 5.3). So that many website (at least which use Joomla) can update to the new version.

As much as I love updated software, it can cause problems. 1. The upgrade process is apparently (from noting the last time they upgraded) painful. 2. There are rarely webhosts that run the latest because it can often have critical security flaws. Better wait 6 months - a year before upgrading

3. Apparently 110mb runs a modified version of php; so modifications would be needed to 5.3 to meet their needs.

4. 5.2.10 is the current version of PHP in Debian's unstable branch; PHP 5.3 hasn't even been considered for testing yet

5. Easier for 110 just to wait till PHP 6 due to their modified version of PHP rather than updating every 5.x

Modifications etc. - most probably 110mb won't upgrade PHP anytime soon. However...
Upgrading to untested 5.3 would be extremely irresponsible when you run any large serious host, but... Having in mind that more and more new scripts require PHP 5.2+ this will be not too good for 110mb if the PHP upgrade will be delayed too much.
On the other hand... planned change of the business plan with new investors could cause that the PHP version installed will be less important for the potential users.
But on the other other hand - every advantage (ie. more current PHP version) can be in plus for getting new customers - having in mind 110mb disadvantages that are planned for implementation.

4. 5.2.10 is the current version of PHP in Debian's unstable branch And 5.2.6 is the current version of PHP in Debian's stable branch.

Correct: We will not upgrade for now, at least, not in the near future. ...
and now I've reached the stage where I need 5.2.*... I'm trying to use Facebook Connect but This requires PHP version 5.2.* and is incompatible with PHP version 5.1.6. *sigh* Main reason (probably same for most scripts that start requiring PHP 5.2): Added JSON in Version 5.2.0 ... And 5.2.6 is the current version of PHP in Debian's stable branch.

With latest changes more recent PHP version probably will be not needed for free users.
But if someone decide and upgrade to new premium, then start installing chosen scripts and... surprice, will be much dissapointed and possibly wish to not pay for the whole 6 or 12 months. And there is REALLY more and more scripts that require PHP 5.2.

Well, I just use PEAR JSON anyway when native JSON is missing; it works well enough, and it's trivial to code up adapter functions.
