Never had much luck getting my site noticed. Not knowing zip about promotion, I'm wondering what the best ways are to get both a website up on google pages, and that of a few other search engines like Yahoo or MSN, as well as how to get a discussion forum started (and noticed)?

It is a one word answer:  links

The search engine bots will not be able to index your site until they find at least one link to it on a web page they visit.

There are many other factors that determine where in the SERPs (Search Engine Result Pages) your site appears, but that is a whole other issue.

Create a signature in this forum & add a link to your website in it.  Therefore, every time you post in these forums there's another link to your site.

Create a sitemap on your website and inbound links..
Find high pageranks website and create one way links there...

Good content+ simple webdesign+inbound links= SEO

Do you mean an XML sitemap & then submit it to Google Webmaster Tools?

If so that will not help get your site into Google.  It help you identify any errors you have with your site & allow you to determine how Google sees your site, once it has been indexed.

Nice webdesign+Good content = SEO
I would add nice simple web design + good & unique content = SEO

Which kind of sitemap do you mean?

A sitemap.xml for Google Webmaster Tools, Yahoo Site Explorer, etc.?

Or a regular sitemap.html/htm that is a list of pages on the web site?

If you mean the second type then make sure to put a link on your home page to it so that the search engines' bots can find it easily.

One way to promote your website is to get traffic. so you need an offsite optimization.
Make 1-way links to high pagerank websites...

Article writing is one of the best ways to get links now IMO, theres so many article sites out there like Ezine. If you are really serious about it theres sites that charge you to be able to create spinnable articles and submit a different version to each site in a database of article sites or blogs. Its probably great for SEO but the prices on the ones ive come across like unique article wizard seem a bit too steep for me right now.

The best way is to post links(note links and not images because Google seeks out links before images with links) on forums. Become active on this forum and Google will *EVENTUALLY* find you. After the first few links are found, Google will then create more and more indexed pages of your website.
