It's not so random. Have you tried, hold Alt Gr (The right Alt) press four random numbers on your numpad and let go.

alt-8872 should be the upside down ? but I'm not sure as my laptop won't accept number pad functions for some reason...

It is a Windows function. *nix users have a choice of many different methods. I prefer dead keys myself.

doesn't work on my wife's laptop either, or the pc if I use the numbers across teh top row of my keyboard (I know it's not the number pad but still their numbers....lol)

For a laptop you should be able to hold the Fn key and press the key that has NumLk written in small writing, probably the F11 key. Then use the numbers in small writing, they should be on the MJKLUIO789 keys.
