By mistake, i have deleted .htaccess file from root directory. Can i create a new .htaccess file manually? If not, can you please add one and configure the setting CHMOD.
Also i had upgrade my account with 18.95USD (.something) . I found somewhere that if i buy with more than 18USD, then my upload limit can be increased upto 100mb. Can you please tell me how i can do this?

You can create a new one. There's a guide on how to do so in the How-To's section. Also, I've got a basic .htaccess file and some basic error docs in a .zip for you to download.

funny thing that in windows u can not create such files that starts with a dot.
just extract the files from the zip file RBCFAQS provided and upload ur .htaccess file.
