I have made upgrades worth $18.95 using my email address and plus the account already had one mysql upgrade made by another person (using different email address) for $9.95
So the total for the account is $28.90
However I am wondering if I am eligible for the policy: Unlimited file types + 100MB max file size?
Will I need to submit a support ticket or the admins will notice the mysql upgrade?

Nope, if the upgrades of that value are finalised then you already have it. If you look on the 110mb control panel it should say your max file size is 100mb.
