I assume he means a separate forum section for sitebuilder help and support.  It would be nice not to have to sift through every sitebuilder related thread scattered throughout the "Technical Questions and Website Design" section.  It would also help questions get answered quicker.  No matter how much technical knowledge of php and of html a person has, they can't really help the confused beginner that occasionally posts questions unless they're a sitebuilder user themselves.

I've never used sitebuilder, although I've accidentally clicked on that link in the site control panel when I was looking for the file manager link...  To me it just looks like a tool you might find on cheap "free webhosts" that only let you use basic html, if even that.  someone correct me if I'm wrong... sitebuilder is a service unique to 110mb that let's people "build" websites based on templates without any html knowledge... right?
