I just uploaded a Python script a few minutes ago, however, once I tried to download it to make sure it would download OK, it gave me a 403 error. Any idea what the problem may be? I looked at the CHMOD settings for the file, and everything (Owner, Group, Public) has "read" set (mode is 644).

It's not meant to be run on the server. It's meant to be downloaded. Should I just stick it in an archive and have users download it using that?

Yes. For it to be downloadable, it'll have to be in a .zip file.
