There are forums out there that don't require MySQL like phpBB3 or SMF (2.0 beta), which uses SQLite instead. SQLite is free here at 110mb.

MySQL can also be bought for ~$10.

And if you decide to go through the sqlite plan just simply

1) Upload smf or phpBB(My recommendation)

2) Follow installation instruction.

3) Specify sqlite when asked.

You can get a free mysql host and do it that way.

Just buy MySQL support. It doesnt cost much ($9.95), and its great for more than just forums.
