Well I don't know what font they used...
For gimp:
1. As previously stated, use 300x74
2. Set the background layer to something around #085998
3. Select the text tool, tahoma bold size 32, and make the text 110MBPanel in black
4. Center the text, right click the layer and click "discard text information"
5. Grab the fuzzy select tool and click "1" then shift + click the rest of "110mb"
6. Select a color similar to #5280a4, click and hold the foreground color box and drag over into the text
7. Create a new layer, right click the 110mb text layer, and click "alpha to selection".
8. Click back on your newly created layer and go to select->grow 2px. Select white as the FG color and drag the box onto the text.
9. Move the white text layer underneath the regular text layer.
10. Create a new layer, grab the oval select tool. Start selecting about 1cm down and 1cm right from the bottom right corner; drag up and to the left to get about the same curve as the logo.
11. Select the gradient tool, make white the FG color, and click the box to the right of "Gradient". Select FG to transparent, and change the shape to radial.
12. Your starting point for the gradient should be at the very edge of the top of the picture, then drag down to the bottom right corner.
