I have compiled a Photoshop tutorial on how to re-create the 110MBPanel logo:

1) In Photoshop, create a new project.  Make it 298px X 86px with a transparent background.
2) Using the paint bucket tool, fill the background with #005A98. (http://i37.tinypic.com/343hr0h.png)
3) Create a new layer. (CTRL+SHIFT+N).
4) Using the elliptical marquee tool, make something similar to this: http://i38.tinypic.com/jzzk8p.png
5) After you've done this, hold down CTRL+SHIFT+ALT and click on the background's layer thumbnail: http://i35.tinypic.com/vcw0g1.png
You should now see this:  http://i36.tinypic.com/2cgf0ps.png
6) Set your background color to #FFFFFF, and your foreground color to #005A98 and select the gradient tool.
7) Using the "Foreground to Background" gradient, draw a line starting from the bottom of the document to the top of the elliptical's top to get this: http://i35.tinypic.com/30m8kqt.png
7) Now, set the layer's opacity to 40%:  http://i37.tinypic.com/syla9k.png
Cool Now, hold CTRL+D to deselect the layers.
9) Using the text tool with Impact font, size #35, enter "110MBPanel".  Highlight 110MB and make it the color: #467AA7, and Panel #000000:  http://i36.tinypic.com/qwzte0.png
10) Now, right click the text's layer and select "Blending Options":  http://i38.tinypic.com/2nukeg0.png
11) In the "Stroke" menu, (check the box) set the following options:  http://i34.tinypic.com/2dujs4m.png
12) Click OK and you are done! You should have come up with something like this:  http://i35.tinypic.com/al25jq.png

EDIT:  Instead of 298x86px, use 300x74px.  Use Impact font instead of Arial Black.  Even thought the Photoshop screenshots haven't been updated to show this change, the instructions are still the same.

Well I don't know what font they used...
For gimp:
1. As previously stated, use 300x74
2. Set the background layer to something around #085998
3. Select the text tool, tahoma bold size 32, and make the text 110MBPanel in black
4. Center the text, right click the layer and click "discard text information"
5. Grab the fuzzy select tool and click "1" then shift + click the rest of "110mb"
6. Select a color similar to #5280a4, click and hold the foreground color box and drag over into the text
7. Create a new layer, right click the 110mb text layer, and click "alpha to selection".
8. Click back on your newly created layer and go to select->grow 2px. Select white as the FG color and drag the box onto the text.
9. Move the white text layer underneath the regular text layer.
10. Create a new layer, grab the oval select tool. Start selecting about 1cm down and 1cm right from the bottom right corner; drag up and to the left to get about the same curve as the logo.
11. Select the gradient tool, make white the FG color, and click the box to the right of "Gradient". Select FG to transparent, and change the shape to radial.
12. Your starting point for the gradient should be at the very edge of the top of the picture, then drag down to the bottom right corner.

Congrats, you did it in GIMP.

@ Daz: save it as .png, not .gif. Now you lose colours as you can see in the darker to lighter blue crossing.

Only diff is org is little narrower font and letters closer together. All customizable in Photoshop of course.

Photoshop sure is fun!

Try the font Impact Condensed, thats about the same font as the 110MB logo uses Wink
