i tried to install link manager an open source script for adding links to your website in my website but this is the wrror when i try to login through the back end :

 ERROR

Your hosting company doesn't permit PHP scripts to open URL addresses, because of this LinkMan will not work properly on this server (your visitors will not be able to add links to your link exchange)!

To fix this issue contact your host and ask them to enable PHP setting allow_url_fopen for your website!

do i have to pay for it??

No you have to use fsockopen (Paid) or cURL (Free) instead. I suggest trying to find another link manager that supports either one of these or that just doesn't use any. allow_url_fopen is a huge security risk by the way.
