Check out glut
http://www.opengl.org/resources/libraries/glut/

it lets you create almost anything and there are some good tutorials out there to learn it.

just google about and you will find some

I know of opengl but I thought that was just for hefty programs like games and such, not just smallish gui's

Ive used it for making tons of stuff from games to a gui to control a robot.
It takes a bit to learn the basic commands, but once you get those down it allows for great control over everything you put on the screen.

wxWidgets is a great cross-platform GUI framework (and it's built on GTK+ on *nix), but it's not specialized for graphics work.
If you're interested in GUI frameworks, you might want to check out FLTK too.

atm I just want something easy and basic that's cross flatform like a little window box thing with buttons and selections and so such.....

wxWidgets is nice. I used it quite a bit for making a notepad program, and random ftp program. I found qt to be nice too.
