From my observations... but I can be wrong.
A VERY accurate and informative subject of topic.
An accurate, short and sweet informations what is wrong.
(so no any "my site is not working!" - that topics are most probably ignored by admins)AND
Bumping in the right time - just before the visit of admin on the forum - he need to see it at the top.
(but don't bump it over and over, as you'll get reverse effect)OR
Some help from "older" authoritative member who can inform admins about most critical problems in some other way that directly on the forum and/or which words will be more authoritative for admins in the "noise" of newbies (who always shout unnecessarily, that's why sometimes important posts are ignored, too).
(it's not always possible for them, even if they really want to)OR
A massive "attack" of many users with the same problem.
Which is actually bumping, but in a safe way as each time another user is bumping)And what's more - if the problem exists for lots of users - it's understandable more important.
