1. Social Bookmarking - at present Google seems to give this more weight than the other factors you mention.
2. Directory Submission - find directories that are about specific subjects rather than general one. DMOZ also appears to still be be worth it. Do NOT reciprocal link with a directory, if one asks for it before they will post your link ignore them & find another.
3. Article Submission - be careful not to use the same text on your site as you do in the articles. If you do Google might decide to include the article & consider your site/page as a duplicate & not worthy of inclusion. The same article in more that one place will lead to one being indexed & the others ignored as duplicates. Most article sites are now so devalued that I wonder if it worth doing this any more.
4. Forum Posting - check the source of the forum page & see if they "nofollow" the links in signatures or in the postings. Some even put the meta robots "noindex" & "nofollow" in the page too. Check to see if Google has a cache of the forum. If not then it could be that the forum owner has blocked it using a robots.txt .
5. Blog Commenting - most blogs now "nofollow" all links in comments as default. They are good for traffic but not for SEO. But you might get great traffic from a post if it is really insightful, rather than what I call the "me too" type of comment. If it is really good & your site is too you might get others creating their own blog stories about you & your site.
I read an interesting article yesterday saying is traffic is more important than SEO. It made me remember that I have my site is for people & not search engines.

Social Bookmarking, Forum Posting, Directory Submission and Blog Commenting all depend on how much you do them (and whether or not the links are no-follow and the PR of the websites). Social Bookmarking and Article Submission are mainly for traffic, although some directories also provide some good traffic.
